In a major push to modernise land records and strengthen the state's revenue infrastructure, the Maharashtra government has approved a ₹1,732 crore plan aimed at accelerating land survey operations and improving facilities for revenue department personnel.

The initiative includes the immediate procurement of 1,200 advanced survey rovers under the state’s e-Survey 2.0 programme. A total of ₹132 crore has been sanctioned for this phase of the procurement. These rovers are expected to significantly improve the speed and precision of land measurements and help deliver digitised 'C' copies of land records to citizens more efficiently.

The decision was taken during a high-level meeting held at the Mantralaya (state secretariat) and chaired by Deputy Chief Minister and Finance Minister Ajit Pawar. Revenue Minister Chandrashekhar Bawankule, who had proposed the project upgrade, said the long-term plan is to acquire a total of 4,000 rovers, with the first 1,200 forming the initial deployment.

Alongside digital modernisation, the state has also sanctioned ₹1,600 crore to construct new office buildings and residential quarters for revenue department personnel, including district collectors, deputy collectors, and tehsildars. Of this, ₹1,500 crore has been earmarked for revenue offices, while ₹100 crore will be spent on improving facilities for the land records department.

Bawankule emphasized that modern survey equipment and upgraded infrastructure are critical not only for administrative efficiency but also for improving the department’s ability to act against illegal activities such as sand mining. He also recommended that land records offices be built closer to collectorates to streamline coordination and service delivery.

With e-Survey 2.0 already under implementation across Maharashtra, digital ‘C’ copies of land survey maps are now being issued directly to citizens. Officials believe the addition of high-precision rovers will further enhance the accuracy and speed of these services.

Ajit Pawar directed that the procurement process for the new rovers begin immediately and asked the concerned departments to ensure timely rollout. He also instructed officials to expedite the completion of the long-pending Registration Bhavan project in Pune, which is now expected to be concluded within the current month.

This comprehensive upgrade in land survey technology and revenue infrastructure reflects the state’s broader focus on digitisation, transparency, and administrative efficiency in land management. The investments are expected to reduce delays in land measurement, improve dispute resolution, and ensure better delivery of services to citizens.
