Prime Focus to Develop ₹3,000 Cr Film City on 200 Acres in Mumbai
Entertainment services company Prime Focus has announced an investment of ₹3,000 crore to develop a film city in Mumbai, spanning 200 acres. The proposed project, intended to support an integrated ecosystem for the media and entertainment industry, was confirmed during the WAVES 2025 Summit. A Memorandum of Understanding (MoU) was signed with the Maharashtra government for this initiative.
Namit Malhotra, Founder of Prime Focus and CEO of global visual effects company DNEG, said the state has committed to allocating the 200-acre parcel of land within Mumbai. While the precise location has not been finalized, Malhotra mentioned that two to three options are being evaluated in coordination with the state.
The film city is expected to include a broad set of facilities: production studios, post-production infrastructure, residential accommodations, hotels, and a Ramayana-themed amusement park. The project also targets long-term stays for families involved in the entertainment ecosystem.
Mr. Malhotra added that the development has the potential to generate around 2,500 new jobs. Prime Focus currently employs around 10,000 people globally, including 7,000 based in India.
The groundbreaking ceremony for the facility is expected to take place later this year. Prime Focus plans to engage with its existing investor base to mobilize funding for the project. The firm is listed on the Bombay Stock Exchange (BSE) and the National Stock Exchange (NSE).
The announcement was made in the presence of Maharashtra Chief Minister Devendra Fadnavis, who stated that such projects contribute to employment generation and help strengthen the state’s economy. He also mentioned the government's plan to foster an educational hub nearby, with institutions such as York University (UK) and the University of Western Australia expected to establish campuses in the region referred to as ‘Third Mumbai.’
In a related development, Godrej Fund Management and Investment Advisers announced a ₹2,000 crore investment plan to build a studio complex in Panvel, a suburb of Mumbai. This project will be executed in two phases, with ₹500 crore being invested by 2027 and the remaining ₹1,500 crore by 2030. Once completed, the Panvel project is projected to create approximately 2,500 jobs.
The proposed film city by Prime Focus will complement the existing government-run facility in Mumbai, which currently hosts production studios and training institutes. The new development is positioned to enhance Mumbai’s role as a central hub for film and television production in India, by offering a more comprehensive set of facilities under one umbrella.
The announcement underscores a growing interest in consolidating entertainment infrastructure in India, with private and public sector participation. The inclusion of tourism-oriented elements such as the themed amusement park suggests a dual focus on industry needs and broader visitor engagement.
