Prestige Gets BBMP Nod for 1.5-km Private Flyover to ORR from Bellandur Tech Campus
Prestige Group has received approval from the Bruhat Bengaluru Mahanagara Palike (BBMP) to construct a 1.5-kilometre flyover connecting its upcoming tech park in Bellandur to the Outer Ring Road (ORR). The infrastructure is aimed at easing traffic congestion and providing direct access to the 70-acre Prestige Beta Tech Park.
According to municipal sources and official statements cited in a Deccan Herald report, the flyover will come up along the public thoroughfare of Kariyammana Agrahara Road, running mostly beside a stormwater drain (SWD). In exchange, Prestige has agreed to widen the road at its own expense and will also bear the full cost of the flyover construction.
Prestige Group had initially approached the BBMP with the proposal in August 2022, followed by a revised application in November 2023. Final approval came in April 2025 after the state’s Deputy Chief Minister D K Shivakumar reviewed and cleared the project under the city’s infrastructure acceleration plan.
With over 5,000 employees expected to work out of the new tech campus, the group had cited heavy traffic congestion along Old Airport Road and Kariyammana Agrahara Road, which currently serve as the main access routes. In its proposal, Prestige highlighted the potential for reducing travel distance by up to 2.5 kilometres for commuters using the Sakra Hospital corridor.
BS Prahallad, Technical Director of Bengaluru Smart Infrastructure, confirmed that the BBMP cleared the proposal with several pre-conditions. He stated that the project aligns with the city's push for stronger public-private partnership frameworks and is expected to ease traffic bottlenecks around Bellandur while improving connectivity to the Outer Ring Road.
Conditions and Compensation Model
As part of the conditional approval, the BBMP has stipulated that the flyover must be kept open to the public and cannot function as a restricted-access route for only campus users. Additionally, Prestige may claim Transferable Development Rights (TDR) as compensation for any land relinquished during the 40-foot road widening activity—subject to legal validation and BBMP oversight.
The project also requires compliance with environmental and stormwater management norms, given that the flyover will run parallel to a major SWD in the flood-prone Bellandur area. Officials said detailed hydrological studies and clearances would be mandatory before commencement of piling or structural work.
Project Execution and Timeline
The flyover will serve as a direct entry ramp to the Prestige Beta Tech Park, beginning near the ORR and culminating inside the campus. Civic officials clarified that the alignment has been chosen to avoid private property acquisition and minimise impact on local residents.
Construction is expected to begin later in 2025, with a tentative completion target of early 2027. BBMP will inspect and certify the structure before it is opened to the public.
The initiative places Prestige alongside other private entities that have undertaken infrastructure projects on or adjacent to public land. Notable examples include the underpass constructed by Lulu Mall and the flyover built by Manyata Embassy Business Park, both aimed at providing direct vehicular access while contributing to broader decongestion.
In a related development, Bagmane Group has reportedly proposed a 600-metre flyover to its office campus in Doddanekundi. That project is also under civic review, reflecting the growing inclination of tech park developers to co-develop public infrastructure in fast-growing commercial zones.
While such efforts are being welcomed for improving access and mobility, urban policy analysts have raised concerns about the gradual erosion of public control over road infrastructure. They caution that permitting private infrastructure on public roads, even under the premise of decongestion, could set a precedent for selective access and long-term imbalance in urban transport equity.
