PM Modi to Distribute 58 Lakh Property Cards Under SVAMITVA Scheme

Prime Minister Narendra Modi is set to launch a significant initiative under the SVAMITVA Scheme, issuing 58 lakh property cards to property owners in over 50,000 villages across 12 states and union territories. This event, scheduled to take place virtually, marks a key moment in the government's effort to provide rural residents with official records of property ownership.

The distribution of property cards is a step toward ensuring rural empowerment by granting "Record of Rights" to property owners. These cards are expected to benefit rural residents by streamlining property transactions and resolving long-standing disputes.

Launched in 2020, the SVAMITVA (Survey of Villages and Mapping with Improvised Technology in Village Areas) Scheme aims to map inhabited rural lands using advanced drone technology. This initiative seeks to provide property owners with clear legal documentation of ownership. By addressing gaps in the land survey system, the scheme ensures proper demarcation and updates property records, which had not been undertaken in many states for decades.

The Ministry of Panchayati Raj, in collaboration with the State Revenue Departments, Survey of India, and State Panchayati Raj Departments, is leading the implementation of this scheme. Its primary objective is to create an integrated property validation system for rural India.

As of December 2024, 2.19 crore property cards have been finalized under the scheme, covering approximately 92% of the 3.44 lakh targeted villages. Drone mapping, a critical component of the scheme, has been completed in 3.17 lakh villages. The full implementation target is set for 2026.

A total of 31 states and union territories have joined the scheme, demonstrating its broad acceptance. However, some states like West Bengal, Bihar, Nagaland, and Meghalaya have not yet participated, limiting the scheme's reach in these regions.

Distribution Details

The virtual event will see Prime Minister Modi addressing beneficiaries and issuing property cards across the participating states and union territories. Union Ministers will also preside over events in various locations to distribute these cards and engage directly with beneficiaries.

In Rajasthan, Union Minister Shivraj Singh Chouhan will be in Jodhpur, while other ministers will lead events in cities such as Jaipur, Alwar, Kota, and Bikaner. Maharashtra will host similar events, with Union Minister Piyush Goyal addressing the initiative in Ahilya Nagar and other ministers in Pune and Nandurbar.

The scheme's execution reflects the government’s focus on modernizing property ownership systems and addressing long-standing challenges in rural land management.

Addressing Rural Land Ownership Challenges

Historically, rural land surveys in India have been sporadic, often leaving large tracts of inhabited land undocumented. This lack of records has hindered rural development and posed challenges for property owners. The SVAMITVA Scheme aims to resolve these issues by leveraging drone technology to map village abadi areas accurately.

The issuance of property cards not only provides legal clarity but also facilitates access to credit, as these documents can be used as collateral for loans. Moreover, it simplifies property disputes, encourages investments in rural areas, and strengthens the rural economy.
