Gurugram Administration Announces Compensation for Chintels Paradiso Residents Following Structural Assessments
The Gurugram district administration has announced compensation rates for the residents of Towers A, B, and C in Chintels Paradiso. According to officials, the compensation is set at ₹7,900 per square foot (psf) for Towers A and B, and ₹7,500 psf for Tower C. This decision comes after a district committee assessed the situation, considering reports by structural consultants and valuators, along with prevailing market rates.
The compensation plan is part of the ongoing efforts to address the issues following the structural failures at Chintels Paradiso. The decision was made after the Central Building Research Institute (CBRI) declared Towers A, B, and C unfit for habitation last week. The district administration also announced that residents opting for reconstruction would receive rent starting from the date they vacate their flats, in accordance with Supreme Court directions.
A senior official from the Department of Town and Country Planning (DTCP) explained that the compensation rates were calculated after careful consideration of the market conditions and consultations with experts. The report by the structural consultant and valuators provided an assessment of ₹7,900 per sqft for Towers A and B, while Tower C was valued at ₹7,500 per sqft. The official also emphasized that rent payments would begin from the date of vacating the flats for residents choosing the reconstruction option, in line with the Supreme Court’s directives.
The compensation for the residents of Towers D, E, F, G, H, and J, which were also deemed unsafe by IIT Delhi’s structural audit in 2023 and 2024, will follow separate guidelines. Demolition of these six towers has already started. The decision for these towers was made based on the directions of the Gurugram divisional commissioner.
JN Yadav, Vice President of Chintels India Ltd, stated that the developer would comply with the compensation and rent directives issued by the district committee. He confirmed that compensation payments would be made to the buyers as per the committee’s decision and that those opting for reconstruction would receive rent. He also mentioned that the demolition of the six towers has begun as per the authorities’ instructions.
Despite this, some residents feel that the compensation rates are too low. Rakesh Hooda, president of the Chintels Paradiso Residents Welfare Association (RWA), expressed concerns that the flats should be valued at a minimum of ₹14,000 psf. He stated that the valuation should be reconsidered and promised to request a review. However, he acknowledged the decision to provide rent payments from the date of vacating the flats, welcoming this aspect of the compensation plan.
The issues at Chintels Paradiso date back to February 10, 2022, when a renovation project in a flat on the sixth floor of Tower D caused a ceiling to collapse. This incident set off a chain reaction that led to further structural failures, affecting flats from the sixth floor down to the first floor. Tragically, two residents were killed in the collapse. The Haryana Department of Town and Country Planning (DTCP) ordered a structural audit of the entire complex following the incident.
The ongoing compensation efforts and the administration's actions reflect the urgency with which the authorities are addressing the safety concerns at Chintels Paradiso. As the situation develops, residents and developers continue to negotiate the final terms of compensation and reconstruction.
