Structural Audit Confirms Safety Risks: Three Remaining Chintels Paradiso Towers to Be Vacated

The Gurugram administration has approved the structural audit report for the remaining three towers—A, B, and C—of Chintels Paradiso, deeming them unsafe for residents. After reviewing the Central Building Research Institute (CBRI) report, the district committee has decided to issue an evacuation order for these towers in the coming days.

The committee, chaired by Gurugram Deputy Commissioner Ajay Kumar, included officials from the Public Works Department, police, and the Department of Town and Country Planning (DTCP). The structural audit of these towers was commissioned by Chintels India Ltd and reviewed by the committee before arriving at the decision.

In response to the committee’s direction, the DTCP has instructed an assessment of the market value of flats in these towers. A letter issued by Amit Madholia, District Town Planner (Enforcement), on February 10, confirmed that the committee had decided to assess the fair market value of these flats and their interiors as of the same date. This move follows demands from residents and the Resident Welfare Association (RWA) for a valuation of their properties.

As per Hindustan Times, a senior government official stated that the committee’s decision was based on the audit findings, which deemed the towers structurally unfit. The official added that an order to vacate these buildings will be issued soon. The committee also determined that the matter of redevelopment raised by the RWA was outside its jurisdiction and referred it to the DTCP director for further resolution.

This development follows the earlier demolition approval granted for six other towers—D, E, F, G, H, and J—after they were declared unsafe based on structural audits conducted by experts from IIT Delhi in 2023 and 2024. With Towers A, B, and C now set to be vacated, the entire complex faces significant structural concerns.

Background of the Issue

On February 10, 2022, a structural failure occurred in Tower D of Chintels Paradiso. Renovation work in a sixth-floor flat led to the collapse of a bedroom ceiling, triggering a chain reaction that caused portions of several flats to cave in from the sixth floor down to the first. This incident resulted in the deaths of two residents and raised concerns about the structural integrity of the entire complex.

Following this event, the Haryana DTCP ordered a structural audit of all buildings within Chintels Paradiso. IIT Delhi’s audit led to the declaration of six towers as unsafe, and their demolition was approved by the administration. The remaining three towers were subsequently audited by CBRI, leading to the latest decision to evacuate them.

The upcoming evacuation order is expected to affect numerous residents who still occupy these towers. Many have been seeking clarity on compensation, relocation, and the future of their properties. The decision to assess the market value of the flats and interiors is seen as a step toward addressing some of these concerns. However, further decisions on redevelopment and compensation remain pending. 

The RWA has been advocating for a comprehensive resolution, including fair compensation and redevelopment plans. The matter has now been escalated to the DTCP director for further deliberation.

The structural failures at Chintels Paradiso have raised broader questions about construction quality and regulatory oversight in real estate projects. The situation continues to unfold as authorities work through the next steps in ensuring resident safety and addressing financial concerns related to property losses.
