The Chennai Metropolitan Development Authority (CMDA) is revolutionizing the approval process for high-rise buildings (HRBs) by introducing deemed No Objection Certificates (NOCs). This initiative, aimed at buildings exceeding five floors or 18 meters in height, seeks to significantly expedite approvals, enhancing the efficiency of the construction and real estate sectors. Despite the introduction of an online plan permission system in May 2022, which has improved approval rates, the process has traditionally been slow, requiring at least 45 days due to the need for multiple NOCs from 21 departments.

The new system proposes a 30-day timeline for issuing NOCs, with seven days for inspection, two weeks for document submission, and ten days for final issuance. If a department fails to issue the NOC within this period, it will be deemed granted, ensuring transparency and accountability.
