UP Govt. Clears YEIDA Master Plan-2031: Raya Heritage City Set for Major Transformation
The Uttar Pradesh government has approved the Master Plan-2031 for the Yamuna Expressway Industrial Development Authority (YEIDA), marking a transformative phase for the Raya Urban Centre in Mathura. This ambitious plan aims to enhance Mathura's economy and tourism by integrating religious, residential, economic, and industrial spaces. It aligns with the Heritage City project and promotes urban expansion while preserving the area's historical significance.
Spanning 9,366.2 hectares, with potential expansion to 11,653.76 hectares, the Raya Urban Centre will feature a strategic mix of land uses along both sides of the Yamuna Expressway. The plan emphasizes flexibility in land use, allowing for the coexistence of various developments. The urban center will focus on mixed land use, facilitating residential complexes, commercial activities, tourism infrastructure, and public amenities. This cohesive layout separates industrial sectors from residential, commercial, and tourism developments, catering to local and regional needs.
The allocation of 2,216.25 hectares for residential use reflects YEIDA's commitment to creating vibrant living spaces within the urban centre. This extensive area will support Mathura’s current and future population, accommodating both existing rural residents and newcomers. An additional 459.79 hectares are reserved for future growth, ensuring the city can expand sustainably. By planning ahead, the urban center aims to adapt to demographic changes while maintaining a high quality of life for its residents.
Tourism plays a vital role in the Master Plan-2031, particularly in enhancing Mathura's status as a religious heritage site. The Heritage City project is set to boost religious tourism, attracting visitors from across India and beyond. To support this, the authority has increased the designated area for tourism infrastructure from 731.3 hectares to 1,520.51 hectares. The riverfront area will expand from 109.7 hectares to 505.65 hectares, providing a scenic environment for visitors and residents. Plans include green zones, sports facilities, and golf courses along the riverfront, promoting eco-tourism and recreational activities.
Commercial activities are crucial to the Master Plan-2031, with approximately 701.68 hectares allocated for commercial spaces, establishing Raya Urban Centre as a dynamic hub for trade and business. This zone will benefit local entrepreneurs, retail businesses, and larger corporations, stimulating job creation and boosting Mathura's economy. Additionally, 853.46 hectares have been reserved for industrial development, strategically positioned to encourage local manufacturing and logistics, contributing to economic growth.
Green spaces are a significant focus of the master plan, with 1,592.26 hectares designated as green belts. Parks and playgrounds will cover 586.87 hectares, while 287.10 hectares are reserved for recreational green spaces. This allocation underscores YEIDA’s commitment to promoting a healthy environment. Green belts and parks provide residents with areas for relaxation and recreation while improving air quality and supporting biodiversity. By integrating these spaces within the urban fabric, the Master Plan-2031 ensures that Raya Urban Centre will be a community that values environmental well-being.
The Master Plan-2031 also addresses the need for public amenities and infrastructure to support anticipated population growth. A total of 132.63 hectares are allocated for office spaces, providing room for administrative and corporate facilities. Semi-public use areas, including healthcare and educational institutions, will cover 746.83 hectares. Public amenities will occupy 196.48 hectares, while transport infrastructure will also cover 196.48 hectares, reflecting a balanced approach to urban planning.
A unique aspect of the plan is the allocation of 89.75 hectares for ponds and water bodies, essential for stormwater management and maintaining a balanced ecosystem. These water bodies support local flora and fauna, contribute to groundwater recharge, and enhance the aesthetic appeal of the city.
The project has already achieved significant progress, with the detailed project report for the Heritage City approved by the authority board. The report is set to be reviewed by the UP bid evaluation committee and the committee of secretaries. Following this review, YEIDA will initiate the land acquisition process, which is essential for bringing the Master Plan-2031 to fruition. The urban center layout will form a six-kilometer-wide strip along the expressway, concentrating industrial activities primarily on one side.
