MHADA Plans to Deliver Over 7 Lakh Homes Across Mumbai Metropolitan Region in Next Five Years

The Maharashtra Housing and Area Development Authority (MHADA) has announced a major push to generate more than 700,000 homes across the Mumbai Metropolitan Region (MMR) over the next five years ,  including nearly 550,000 units within Mumbai city. The initiative, led by Sanjeev Jaiswal, Vice President and CEO of MHADA, aims to address the region’s chronic housing shortage and expand affordable living options for citizens.

According to MHADA, the housing supply will be developed through a combination of affordable housing lotteries, inclusive housing schemes, cluster redevelopment projects, revamps of PMGP (Prime Minister’s Grant Project) colonies, and other government-led initiatives. Together, these efforts reflect one of the largest coordinated housing programs ever undertaken in the Mumbai region.

Cluster Redevelopment at the Core

Cluster redevelopment forms the foundation of MHADA’s strategy to rejuvenate Mumbai’s ageing and congested neighbourhoods, transforming them into modern, well-planned housing hubs. Major projects are already underway at GTB Colony (Sion), SVP Nagar (Andheri), Motilal Nagar (Goregaon), and Kamathipura (near Mumbai Central). Together, these developments are expected to deliver more than 200,000 new homes over the next five to seven years.

Data from MHADA indicates that the redevelopment of cessed buildings and slum clusters will be central to the city’s housing supply pipeline. Under Section 33(7) of the Development Control Regulations (DCR), around 120,864 homes are projected in South Mumbai, while Section 33(9) projects are expected to contribute another 27,107 units.

Beyond these, several landmark projects are also set to add substantial housing stock, including:

  • 7,769 homes through the Bhendi Bazaar redevelopment,
  • 19,131 homes under Kamathipura’s transformation,
  • 90,677 homes from slum redevelopment jointly undertaken with the SRA, and
  • 15,805 homes through the reconstruction of PMGP colonies.

Collectively, these initiatives are projected to deliver around 539,118 new homes across Mumbai — a balanced mix of rehabilitation units, free-sale apartments for developers, and MHADA-retained flats earmarked for public distribution through its lottery system..

Expanding Housing Across the Wider MMR

Beyond city limits, MHADA aims to deliver an additional 180,403 homes across the MMR within five years. These will be developed through multiple schemes, including the Pradhan Mantri Awas Yojana (PMAY), inclusive housing projects, and allocations in integrated township projects.

The planned housing mix includes:

  • 88,797 homes under PMAY
  • 22,606 homes through Konkan Board lotteries
  • 60,000 homes under inclusive housing projects
  • 6,000 homes from township project allocations
  • 3,000 homes via cluster redevelopment and DCR 33(5)

Many of these homes will ultimately be allotted to citizens through MHADA’s public lottery system.

In a recent milestone, MHADA’s Konkan Housing and Area Development Board held a large lottery draw at Thane’s Kashinath Ghanekar Auditorium, distributing 5,354 homes and 77 plots across the Konkan region outside Mumbai. Over the past three years, the board has sold nearly 43,000 tenements through 18 lottery draws,  reflecting the growing scale of its affordable housing reach.

Sanjeev Jaiswal emphasized that the current phase of MHADA’s expansion represents a long-term vision to balance rehabilitation, urban renewal, and market-oriented housing supply. With the twin focus on cluster redevelopment and cessed building transformation, the authority aims to modernize older urban areas while ensuring access to legal, affordable housing for all income groups. 

With its five-year, 700,000-home roadmap, MHADA is executing one of India’s most significant housing expansion efforts in recent decades. The initiative underscores both the scale of unmet demand and the government’s renewed commitment to making Mumbai’s housing market more inclusive, organized, and future-ready.
