The Delhi government has announced a major push to enforce the use of recycled construction and demolition (C&D) waste in all public construction projects. The move, aimed at promoting sustainable construction practices, comes as part of efforts to implement the Construction and Demolition Waste Management Rules, 2016.
The initiative was outlined by Delhi’s Urban Development Minister, Ashish Sood, during a meeting with officials from multiple departments, including the Delhi Jal Board (DJB), Public Works Department (PWD), Delhi Development Authority (DDA), NDMC, MCD, power distribution companies, and the Delhi Pollution Control Committee (DPCC).
Under the new directive, all local bodies and public sector agencies are required to incorporate recycled C&D waste in ongoing and upcoming construction and finishing works. This mandate is part of a broader sustainability target set by the Ministry of Housing and Urban Affairs, which aims to utilize 9.85 lakh metric tonnes (MT) of recycled C&D waste in Delhi for the fiscal year 2025-26. However, according to the latest data, only 52,000 MT has been processed and used so far.
To ensure compliance, the Delhi government has introduced strict monitoring measures. Payments for construction projects will be withheld if agencies fail to meet the annual recycling targets. Additionally, quarterly review meetings will be conducted to track progress and ensure accountability among implementing departments.
The move is expected to significantly reduce the environmental impact of construction activities in the capital. By recycling C&D waste, the government aims to minimize the disposal of debris in landfills, conserve natural resources, and promote circular economy practices within the construction sector.
Experts note that effective use of recycled construction material not only reduces construction costs but also mitigates environmental hazards associated with unregulated debris disposal. With the Delhi government taking a proactive stance, public projects across the city are likely to serve as a model for sustainable urban infrastructure.
This initiative reflects the city administration’s commitment to sustainable development while aligning with national regulations on C&D waste management. By mandating recycling, the Delhi government hopes to set a precedent for other states and urban centers to integrate environmentally responsible practices into their construction projects.
