CM Stalin Announces New Town Plans for 9 Growth Centres Near Chennai at FAIRPRO 2025

Tamil Nadu Chief Minister MK Stalin announced that new town development plans are being prepared for nine growth centers around Chennai, including Parandur, where the greenfield airport is being planned. Speaking at the 17th edition of the CREDAI Fairpro 2025 real estate exhibition, he highlighted the importance of urban development and stated that the new master plan will guide the growth of the Chennai Metropolitan Area (CMA) for the next two decades.

The first and second master plans for CMA were introduced during the DMK regime, and now preparations are underway for the third master plan with a focus on economic and technological initiatives. The government is also preparing 10 regional plans for the development of urban and rural areas across Tamil Nadu, covering 136 towns, including Coimbatore, Madurai, Hosur, Salem, Tiruppur, Tiruchirappalli, Vellore, and Tirunelveli. The master plan for Hosur has been released recently, while those for Coimbatore and Madurai are expected next month.

Tamil Nadu has a highly urbanized population, with 48 percent living in urban areas, and this is expected to rise in the coming years. As urbanization increases, so will the demand for sustainable housing, making innovative town planning essential. The focus is on decongesting Chennai, creating economic hubs, enhancing transport links, and ensuring urban expansion is sustainable.

The Chief Minister emphasized that the government is actively implementing measures to streamline construction approvals. Since CREDAI Fairpro 2023, a Single Window System and Online Building Permit System have been introduced to make the site and building approval process faster and more transparent. As a result, planning permissions for layouts and buildings have increased by 45 percent, and approval times have been reduced from 180 days to 64-90 days.

In line with the rapid urbanization and economic growth, the state government is focusing on integrated townships and planned infrastructure expansion. The planned growth centers around Chennai will help in distributing economic activities more evenly, preventing congestion in the core city areas while promoting investment in emerging localities. Industrial corridors, better road networks, and upgraded public transport facilities are being prioritized to ensure seamless connectivity between these hubs and the main city.

With the emphasis on long-term sustainable urban expansion, Chennai’s real estate sector is witnessing a transformation. Developers are increasingly focusing on mixed-use developments that combine residential, commercial, and retail spaces within self-sufficient townships. These developments aim to provide a better quality of life by integrating green spaces, smart city technologies, and improved civic amenities, making them attractive investment options for both homebuyers and institutional investors.

Infrastructure development remains a key focus, with initiatives aimed at expanding metro connectivity, improving road infrastructure, and developing social amenities such as schools, healthcare facilities, and recreational spaces. The government is also encouraging private sector participation in infrastructure projects to accelerate progress and ensure efficient urban development.

The upcoming master plan is expected to provide clear guidelines for zoning regulations, land use patterns, and sustainable construction practices, further strengthening the foundation for long-term real estate growth.
