UP RERA Implements Mandatory Training and Certification for Real Estate Agents

The Uttar Pradesh Real Estate Regulatory Authority (UP RERA) has introduced a mandatory training and certification program for all real estate agents seeking registration or renewal. This initiative aims to enhance the skills and professionalism of agents in the state. Organized in collaboration with reputed training institutes and universities, the three-day program is designed to equip agents with the necessary knowledge and expertise to better serve their clients and adhere to regulatory standards. Currently, enrollment is open for agents in select cities including Lucknow, Gautambudh Nagar, Kanpur, Gorakhpur, Varanasi, Prayagraj, and Moradabad.

Enhancing Professional Standards

UP RERA’s decision to mandate training and certification stems from a need to address issues related to the professionalism and ethical conduct of real estate agents. By making this training compulsory, the authority aims to ensure that agents are well-versed in the UP RERA Act, RERA Rules, other relevant laws, rules, and the orders and directions of UP RERA. This comprehensive approach is expected to significantly improve the quality of service provided by real estate agents, ultimately benefiting consumers and promoting a more transparent and reliable real estate market.

Training Program Structure

The three-day training program is meticulously structured to cover various aspects crucial for real estate agents. The curriculum includes:

1. Understanding RERA Regulations: Detailed sessions on the UP RERA Act, RERA Rules, and other relevant laws and regulations that govern real estate transactions.

2. Ethical Conduct and Professionalism: Training on business ethics, the importance of maintaining professionalism, and the role of agents in providing accurate and reliable information to clients.

3. Market Knowledge and Client Relations: Enhancing agents’ understanding of market trends, property valuations, and effective communication strategies to better serve clients.

4. Technical Skills: Practical sessions on documentation, legal procedures, and the registration process to ensure agents can efficiently manage transactions from booking to registry.

The training will be conducted in coordination with reputed training institutes and universities, ensuring high-quality education and up-to-date information. Agents who successfully complete the training and pass the subsequent examinations will receive certification from UP RERA.

Why Training is Necessary?

The introduction of mandatory training and certification is a response to several issues observed in the real estate market. UP RERA has identified that many agents lack the necessary skills and knowledge to provide accurate information and professional services to clients. This often leads to consumers facing challenges such as misleading information, false promises, and unethical practices.

In a statement, UP RERA highlighted the importance of this initiative: “Most consumers buy properties through agents. It is the duty of an agent to provide all the services to consumers from booking to the registry of the units efficiently. Often, agents are not properly equipped for this task, and consumers suffer due to the agents' lack of skills and professionalism.”

Combating Misleading Practices

One of the key reasons behind this initiative is to curb the prevalence of misleading advertisements and unethical practices by some real estate agents. UP RERA has noted instances where agents have indulged in misleading advertisements of projects and violated the directions of the authority. These actions, often stemming from a lack of business ethics and professionalism, have caused significant harm to consumers.

To address these issues, the mandatory training program includes comprehensive modules on ethical conduct and the importance of transparency in real estate transactions. By instilling these values, UP RERA aims to create a more trustworthy and reliable real estate market in Uttar Pradesh.

Monitoring and Compliance

UP RERA has been actively monitoring the work and conduct of registered agents. Currently, there are approximately 7,000 agents registered with UP RERA. The authority has identified instances where homebuyers have suffered due to the lack of business ethics and professionalism among agents. By implementing this training program, UP RERA aims to upgrade the skills of agents and ensure that only qualified and ethical professionals operate in the market.

Sanjay Bhoosreddy, Chairman of UP RERA, emphasized the significance of this initiative, he said,“We have come across instances where homebuyers have suffered due to the lack of business ethics and professionalism among agents. With a good short-duration training and orientation course, their skills can be suitably upgraded. Such training will benefit the agents, allottees, and promoters. The new arrangement is also intended to ensure that individuals with tainted antecedents cannot enter the sector and negatively impact the market.”

The mandatory training and certification program is a step towards creating a more professional and ethical real estate market in Uttar Pradesh. UP RERA's continuous efforts to enhance the skills and knowledge of real estate agents reflect its commitment to protecting consumers and promoting transparency in the sector.
