Triple City Plan: Odisha Expands Town Planning Scheme to Puri-Konark, Cuttack & Berhampur
The Odisha government has announced the expansion of its Town Planning (TP) scheme to three additional cities—Puri-Konark, Cuttack, and Berhampur. This decision follows the success of the scheme in Bhubaneswar and is part of the state’s broader urban development strategy. The initiative is expected to improve infrastructure, streamline land management, and enhance urban planning in these cities.
The decision was finalized in a strategic meeting chaired by Housing and Urban Development Minister Krushna Chandra Mohapatra. The minister emphasized the need for efficient implementation and fair distribution of land among residents. The scheme is being introduced under the 'Triple City' initiative, which aims to bring planned development to key urban centers in the state.
Under the revised plan, 40% of land owned by individuals in these cities will be allocated for infrastructure development. The remaining 60% will remain with the landowners. The acquired land will be used to construct roads, drainage systems, electricity networks, markets, and parks. The objective is to address challenges in land use and ensure that urban expansion is carried out in an organized manner.
The state government has stressed the importance of timely execution. The minister urged officials and stakeholders to safeguard residents from any unfair practices. Ensuring transparency in land acquisition and development is a key priority to protect landowners and prevent exploitation by intermediaries. Government agencies and urban development authorities have been directed to monitor the process closely.
The expansion of the Town Planning scheme is expected to provide necessary infrastructure to underserved areas. The minister pointed out that in many cities, properties located near main roads benefit from development, while those in interior locations face difficulties due to inadequate road connectivity and lack of basic facilities. The revised approach seeks to address these gaps by ensuring that essential infrastructure reaches all areas.
Representatives from the Puri-Konark Development Authority (PKDA), Berhampur Development Authority, Cuttack Development Authority, and Bhubaneswar Development Authority participated in discussions on the implementation process. The government aims to create planned urban spaces that offer improved connectivity and public utilities.
The minister reiterated the government's commitment to equitable urban growth. He stated that the administration is focused on addressing the needs of all residents, including those in areas that have historically faced development challenges. By integrating urban planning with infrastructure expansion, the initiative seeks to improve living conditions and support economic growth in the selected cities.
The government is expected to roll out the scheme in phases. Detailed planning and assessments will be carried out before the development process begins. Authorities will conduct land surveys, assess existing infrastructure, and identify priority areas for intervention.
