The Delhi Development Authority (DDA) has approved several key proposals, including the capital’s first Transit-Oriented Development (TOD) housing project in Karkardooma, a change of land use for 40.23 hectares under the land pooling policy, and the development of world-class sports infrastructure in Narela, which is also set to become an education hub.
The approvals were announced following a board meeting chaired by Lieutenant Governor VK Saxena, during which the authority cleared major policy and developmental initiatives across Karkardooma, Narela, and Safdarjung.
Delhi’s first TOD housing project, Towering Heights, will be developed at the East Delhi Hub under the Karkardooma Housing Scheme 2025 and will feature 1,026 ready-to-launch 2BHK flats. As part of Delhi’s first TOD corridor, the project aims to create walkable, mixed-use communities linked to public transport. The flats will be offered through e-auction to ensure transparency.
The DDA also approved the change of land use for an area measuring 40.23 hectares under the land pooling policy. This sector is part of a larger land pooling area divided into 138 sectors, totaling approximately 20,422 hectares, and is the first sector to achieve 70 per cent contiguous pooled land, making it eligible for development. The Land Pooling Policy, notified in October 2018 as part of the Master Plan for Delhi-2021, applies to 105 urban villages across six planning zones and is designed to encourage structured urban development.
In Narela, the authority approved the development of a Multi-Sports Integrated Stadium and Sports Complex on a 30.35-hectare plot, changing the land use from commercial and residential to public and semi-public. The complex will host national and international sporting events, boosting the sports ecosystem, generating employment, attracting hospitality and tourism investments, and stimulating regional economic growth. Narela will also be developed as an education hub, with 4.33 hectares (10.71 acres) of land converted from residential to public/semi-public use for university development. A gazette notification from the Ministry of Housing and Urban Affairs will formalize these changes.
The DDA also approved the continuation, for one more year, of its enhanced Floor Area Ratio (FAR) policy for planned commercial centers, originally introduced in 2018 to encourage optimal land use. For TOD developments, the authority finalized associated charges, including additional FAR and TOD-specific fees applicable within an 800-meter radius around transit stations.
Additionally, the board decided to extend a 10 per cent annual escalation in rent for residents of the soon-to-be-demolished Signature View Apartments in Mukerjee Nagar, with base rents set at ₹50,000 per month for high-income group allottees and ₹38,000 for middle-income group allottees. To address deteriorating staff quarters, the DDA appointed NBCC to oversee the revamp of the Safdarjung Development Area and Old Rajinder Nagar residential complexes, aiming to improve living conditions for residents.
