The Telangana High Court has directed the state government to conduct a comprehensive probe into alleged illegal constructions carried out by M/s Net Net Ventures at Nandagiri Hills, Jubilee Hills. The order came in response to a petition filed by the Nandagiri Hills Cooperative House Building Society, which accused the developer of violating multiple building and environmental regulations.
Justice K Lakshman, who passed the interim order on Wednesday, instructed the Principal Secretary of the Municipal Administration and Urban Development (MA&UD) Department to examine the findings of a Vigilance & Enforcement (V&E) report dated June 18, 2024. The report flagged several serious deviations in the project executed by Net Net Ventures, prompting the court’s intervention.
According to the V&E report, the builder allegedly constructed unauthorized ramps in setback areas, exceeded permissible building heights, carried out construction during night hours, causing public disturbance and violated environmental clearance norms and building permit conditions.
The court also noted that the Greater Hyderabad Municipal Corporation (GHMC), instead of initiating enforcement action, had requested the state government to drop the matter. This move came under scrutiny, with the judge expressing concern over the municipal body's inaction despite having access to an adverse official report.
Justice K Lakshman observed that Net Net Ventures was facing serious allegations related to obtaining approvals through misrepresentation and breaching building regulations. These concerns were taken into account as the court reviewed the petition and the findings of the Vigilance & Enforcement report.
The court has asked the MA&UD principal secretary to submit the findings of the inquiry within two months. The probe will cover not only the construction violations but also the role of former GHMC Commissioner Amrapali Kata, who was in office during the period in question. It will also assess the extent to which environmental and planning permissions were disregarded.
The dispute escalated after GHMC issued a demolition order for parts of the project. However, the order was challenged in the City Civil Court by Net Net Ventures. In this context, Justice Lakshman has asked the Chief Judge of the City Small Causes Court to consider the V&E report and all related material while adjudicating the builder’s plea.
The case has been posted for further hearing on October 6, 2025. In the interim, the court clarified that the previously granted status quo order would continue until further notice.
This case highlights growing concerns over unauthorized constructions in premium localities of Hyderabad. Nandagiri Hills, located within the upscale Jubilee Hills area, has seen increased real estate activity in recent years, making regulatory oversight critical.
While the builder’s representatives have not yet publicly responded to the allegations, residents and civic groups have raised questions about how permissions were granted and why oversight mechanisms failed to detect or prevent the irregularities in time.
