Construction of 10,432 rehabilitation homes for eligible Dharavi residents has commenced at a 22-acre railway land parcel in Matunga, Mumbai. The project, which will see the development of 10 residential towers along with commercial and industrial units, is being undertaken by Adani Navbharat Developers Pvt Ltd (ANDPL) as part of the Dharavi Redevelopment Project.
A ceremony named ‘Bhoomi Poojan’ was performed on the land on October 12, marking the beginning of the construction. The project is expected to provide housing for eligible Dharavi residents as part of the rehabilitation scheme, with the first five towers due for handover to the Dharavi Redevelopment Project and Slum Rehabilitation Authority (DRP/SRA) by March 2029.

Work Begins on 22-Acre Matunga Railway Site

The Matunga railway land parcel will accommodate the rehabilitation component of the larger redevelopment plan. ANDPL, the special purpose vehicle implementing the project, will oversee construction of the 10 towers.
The homes are intended for eligible Dharavi residents under the in-situ rehabilitation scheme. Residents from Sectors 6 and 1 are expected to receive homes at the Matunga site first, followed by nearly 4,500 apartments for other eligible residents on a priority basis.
The construction milestone marks the start of work on this specific rehabilitation component. The wider redevelopment plan covers a much larger area of Dharavi and envisages housing, commercial activity and supporting civic infrastructure.

Ten Towers to House Eligible Dharavi Residents

The project will comprise 10 towers, each rising 37 to 39 storeys. The 10,432 rehabilitation homes will measure 350 sq ft each, according to the project details announced by the developer.
The buildings are also planned with passenger lifts, dedicated fire lifts and facilities for residents. Proposed amenities include a kindergarten, community hall, podium gardens, sit-out areas, society offices and places of worship.
The homes are part of the rehabilitation arrangement for eligible residents, rather than a general residential development being marketed to homebuyers. Their delivery will depend on the phased completion and handover of the buildings to the designated redevelopment and slum rehabilitation authorities.

1,379 Commercial and Industrial Units Included

Alongside the homes, the Matunga development will include 1,379 commercial and industrial units for eligible residents and businesses. Their inclusion is an important part of the rehabilitation plan, as Dharavi is also known for its concentration of small businesses, workshops and manufacturing activity.
The buildings will have two additional lifts to serve the commercial and industrial units. The plan also reserves 10% of the commercial space in each rehabilitation building to generate revenue for the upkeep of common infrastructure.
ANDPL has committed to maintaining the buildings and shared infrastructure for the first 10 years after handover. The arrangement is intended to provide for maintenance during the initial period after the buildings are transferred to the authorities.

First Five Towers Due for Handover in March 2029

The 10 towers are scheduled to be handed over to the DRP/SRA in three phases. The first five are due by March 2029, followed by two towers by August 2029. The remaining three are scheduled for handover by August 2030.
The dates refer to the planned handover of the towers to the authorities; they should not automatically be read as confirmed move-in dates for residents. Occupation will depend on the process following completion and handover.
The phased schedule sets out the expected timeline for delivering the rehabilitation buildings at Matunga. The project’s progress will determine when eligible residents and businesses can begin using the new homes and commercial spaces.
