UP-RERA Reports Resolution of 11,300 Cases, ₹2,040 Crore Relief Extended to Homebuyers

UP-RERA Facilitates ₹2,040 Crore Relief for Homebuyers, Resolves 11,300 Disputes in 2025

The Uttar Pradesh Real Estate Regulatory Authority (UP, RERA) has been a major benefactor to homebuyers by resolving over 11, 300 long, pending cases, thus facilitating relief of up to 2, 040 crore for homebuyers. The cases had a combined properties value of nearly 5, 920 crore and were resolved through a mix of recovery proceedings, mutual settlements, conciliation forums and promoters' voluntary compliance, thus, the regulator's multi, pronged approach to dispute resolution is evident.

The mahor number of complaints was brought under Section 31 of the Real Estate (Regulation and Development) Act, which primarily dealt with delayed possession, refund and interest claims. Backed by hearings at the UP, RERA benches, several recovery certificates (RCs) were issued against defaulting promoters, thus allowing district administrations to go ahead with recovery proceedings in accordance with the law.

It is worth noting that out of the total 6, 018 recovery certificates issued during the year, the authority forcibly recovered an amount of 1, 505 crore through legal enforcement measures. Efficient and transparent delivery of funds being the topmost priority, the recovered amounts were credited directly to bank accounts of the affected allottees.

While strict action was taken wherever promoters had failed to comply with orders, at the same time, efforts were made to resolve disputes amicably wherever possible. by UP, RERA officials. These includes;

  • Recovery proceedings were initiated in cases of unjustified delays
  • District administrations assisted in enforcing recovery certificates
  • Funds recovered through legal action were directly credited to allottees

Sanjay Bhoosreddy, Chairman of the Authority said, "Wherever promoters delayed possession and payments unjustifiably, strict legal action was taken, Recovery Certificates were issued, and the recovered amounts were directly transferred into the allottees bank accounts. At the same time, wherever settlement was possible, disputes were resolved through dialogue and mutual consent."

In addition to coercive recovery, UP-RERA placed strong emphasis on mutual settlements to reduce litigation and speed up resolution. In 1,734 cases where recovery certificates had already been issued, promoters voluntarily paid ₹535 crore to homebuyers after reaching negotiated settlements, thereby avoiding enforcement proceedings. Together with recoveries through legal action, these measures resulted in payments of ₹2,040 crore across 7,752 cases.


Beyond enforcement, the authority increasingly relied on conciliation and negotiated settlements as a faster and less adversarial means of dispute resolution. During hearings, several promoters and allottees arrived at mutually acceptable solutions, which were formally recorded on the RERA portal and became the basis for case disposal.

  • Negotiated settlements resolved disputes involving 3,073 allottees
  • Properties worth ₹1,872 crore were covered under such agreements
  • Settlement terms were uploaded on the RERA portal for transparency

A major part of the process was the Conciliation Forum created by UP, RERA. The forum is a platform for homebuyers, promoters, their associations' representatives, and a RERA, appointed conciliator to have a structured dialogue. The mechanism is designed to solve disputes without the court cases that can take a long time, thus, both parties getting the benefit. 

Through the conciliation process, disputes of 1, 617 allottees and properties worth 648 crore were resolved in the current year. The officials mentioned that the forum has been instrumental in restoring the trust of stakeholders in each other and has considerably decreased the load on adjudication benches. Moreover, voluntary compliance by promoters to RERA orders was also a significant factor in the resolution of disputes.

In 6, 610 instances, promoters complied with orders without the requirement of execution proceedings, thus ending the disputes of properties worth 3, 400 crore. In these cases, the settlement agreements were put on the RERA portal and the cases were officially closed.

Overall, UP-RERA resolved 11,300 cases through a mix of recovery actions, conciliation mechanisms and negotiated settlements, covering properties valued at ₹5,920 crore. The authority said the outcomes underline its focus on protecting homebuyer interests while encouraging faster, cooperative resolution of disputes in the state’s real estate sector.
