The Andhra Pradesh government has introduced a unified zoning policy applicable across all municipal corporations, municipalities, and urban development authorities. The policy seeks to simplify land use regulations, standardize building permissions, and foster sustainable development across both urban and semi-urban areas of the state.
Previously, Andhra Pradesh operated with 16 separate land use categories, each accompanied by its own set of zoning regulations. This fragmented system often created confusion for developers, licensed technical personnel, government agencies, and the general public. The state’s latest initiative consolidates these categories into a cohesive framework, eliminating inconsistencies and ensuring uniform applicability across all urban areas.
“Some land use categories in earlier master plans were shown differently in each plan without following a uniform pattern. This created multiple sets of zoning regulations, making it difficult for both authorities and citizens to interpret and comply,” said a Senior Government official involved in the initiative, as per ET TIMES.
Learning from Other States
The unified zoning policy was developed after extensive research and benchmarking against other progressive states such as Odisha, Tamil Nadu, Karnataka, and Telangana. Officials conducted detailed studies on zoning frameworks, best practices in urban planning, and implementation efficiency before recommending a single, standardized model for Andhra Pradesh.
According to the government, this approach is designed to reduce manual interpretation, minimize errors, and simplify the approval process for construction projects. By streamlining regulations, the state aims to accelerate development while maintaining strict compliance with environmental and land use norms.
Integration with Online Building Permission System (OBPS)
The Online Building Permission System (OBPS), the state’s digital platform for building approvals, will serve as the primary channel for implementing the new zoning policy. Previously, the system struggled to accommodate multiple and inconsistent zoning regulations, causing delays and administrative hurdles for applicants.
“Developing common zoning regulations for the entire state will help avoid manual interventions and simplify the approval process,” said Suresh Kumar, Principal Secretary, Urban Development. “This will ensure transparency, reduce processing times, and make compliance easier for all stakeholders.”
The integration of unified zoning with OBPS is expected to provide a seamless experience for developers, architects, and municipal authorities, making the system more user-friendly and reducing the scope for errors or misinterpretation.
Standardizing land use regulations is a key step toward sustainable urban planning. With uniform zoning, the state can better manage urban expansion, preserve environmental zones, and ensure equitable distribution of residential, commercial, and industrial spaces. The policy also provides clarity on permissible land use, building density, and development guidelines, encouraging orderly growth without compromising the cityscape or ecological balance.
