The City and Industrial Development Corporation (CIDCO) has announced plans to auction 30 leasehold plots across key nodes of Navi Mumbai, situated near the upcoming Navi Mumbai International Airport (NMIA). The initiative comes at a time when infrastructure activity in the region is set to accelerate, with Prime Minister Narendra Modi scheduled to inaugurate the airport on September 30, 2025.
According to a notification issued by CIDCO on September 24, the e-auction will be conducted on October 16, and results will be declared the following day. The plots are earmarked for residential, commercial, bungalow, service industry, storage, and warehouse purposes. Interested applicants will be able to access details of the land parcels through a booklet that CIDCO will publish on its official website on September 29.
The plots will be leased, in line with CIDCO’s long-standing practice of offering land on leasehold tenure in its planned nodes. Applications for the auction can be submitted through the dedicated portal eauction.cidcoindia.com.
Strategic nodes and development focus
CIDCO has been the special planning authority (SPA) for several regions of Navi Mumbai and has developed 14 nodes including Airoli, Vashi, Nerul, Belapur, Kharghar, Kamothe, New Panvel, Ulwe, and Dronagiri. These nodes have been central to Navi Mumbai’s emergence as a planned city with mixed-use development and significant real estate activity.
The upcoming auction covers plots across these planned nodes, with many located in proximity to the Navi Mumbai International Airport and other infrastructure corridors. With the airport expected to begin operations shortly, industry experts anticipate heightened demand for residential and commercial assets in the vicinity.
Policy changes and leasehold conversion
CIDCO’s auction comes months after the authority introduced a new policy allowing conversion of residential plots from leasehold to freehold tenure. Announced in July 2025, the policy enables plot owners to secure freehold ownership by paying a conversion fee based on the ready reckoner rate of the land parcel. The move is expected to increase confidence among property buyers and investors in the region.
For the upcoming auction, however, the 30 plots will continue to be offered on a leasehold basis. CIDCO officials have noted that the e-auction model has been used in past allotments to ensure transparency and competitive bidding.
Navi Mumbai’s growth momentum
The timing of the auction coincides with major infrastructure milestones in the Mumbai Metropolitan Region. Alongside the inauguration of the Navi Mumbai International Airport, the first phase of the Mumbai Metro-3 corridor in South Mumbai is also expected to be flagged off by the Prime Minister on September 30. Both projects are anticipated to drive real estate and commercial growth across Navi Mumbai.
Navi Mumbai has long been positioned as an alternative urban hub to Mumbai, with planned residential clusters, institutional projects, and growing commercial stock. With connectivity set to improve through the airport and metro systems, the demand for serviced plots, warehousing, and residential developments is projected to strengthen further.
CIDCO has stated that the complete auction booklet, which will detail the location and specific conditions of each plot, will be made available online from September 29. The document can be purchased via the authority’s portal. Interested bidders are expected to register in advance, submit the required documentation, and participate in the auction through the digital platform.
The results of the October 16 e-auction will be published on October 17, with allotments to follow as per standard procedures. CIDCO’s move to open fresh plots near NMIA signals an effort to capitalize on the momentum of the airport inauguration and to meet the rising land demand from developers, businesses, and individuals in the Navi Mumbai market.
