VMRDA Announces Revision of Master Plan 2041 to Address Public Concerns
The Visakhapatnam Metropolitan Region Development Authority (VMRDA) has announced a significant review of its Master Plan 2041, following concerns raised by the public and various stakeholders. Initially approved by the Andhra Pradesh government in November 2021, the plan aimed to structure the VMRDA area to support future growth, creating distinct policy zones to guide investments in infrastructure and services. However, the plan has faced considerable criticism and controversy, particularly around its transparency and the fairness of its execution.
The primary criticisms emerged after the final version of the plan was released. Many allegations surfaced suggesting that substantial alterations were made between the draft and final versions, with accusations that these changes benefitted specific influential individuals. Critics pointed to instances where land in areas slated for significant development was allegedly purchased by powerful figures, who may have had prior knowledge of the future developments outlined in the master plan. These concerns led to a growing mistrust of the plan, especially regarding the proposed roads and infrastructure projects, which some believed were designed to favor certain interests.
To address these concerns and restore public trust, the Andhra Pradesh government has directed VMRDA to revisit the Master Plan 2041. The review process will include evaluating past objections and incorporating new feedback from the public. VMRDA has committed to engaging a private consultant to assist with the review, which will be selected through an e-tendering process to ensure transparency. Once appointed, the consultant will help facilitate the public consultation process, ensuring that all stakeholders—including residents, political leaders, and government departments—are involved.
The Metropolitan Commissioner of VMRDA, KS Viswanathan, confirmed the government’s directive to review the plan in its entirety. He emphasized the importance of including community input and said that the process would involve a series of public consultations, including meetings and field visits to better understand residents' concerns. The review will also focus on how to address the objections raised during the initial plan's preparation, which had already seen over 17,000 objections from the public and various government departments. Many of these objections centered around proposed roads in suburban areas, which some felt would disrupt local communities or lead to land disputes. VMRDA had initially addressed some of these concerns by conducting joint inspections and field verifications, but dissatisfaction persisted, particularly from political leaders.
This review represents a pivotal moment in the development of Visakhapatnam, as it offers a chance to refine the master plan and ensure that the region's future growth is sustainable and equitable. The engagement of local leaders and stakeholders is expected to foster greater transparency and inclusivity in the process, ensuring that all voices are heard and incorporated.
