DDA Rolls Out Second Phase of Towering Heights Housing Scheme at Karkardooma

The Delhi Development Authority (DDA) has rolled out the second phase of its premium housing project, Towering Heights, located at the East Delhi Hub in Karkardooma. The launch marks another step in DDA’s effort to expand high-quality urban housing under Delhi’s Transit-Oriented Development (TOD) policy.

Announced at the beginning of the new year, the second phase of the scheme will offer a total of 848 flats. Of these, 741 units are earmarked for individual buyers on a first-come, first-served basis, while 107 flats have been reserved for bulk allotment to government institutions.

According to DDA, the registration process for retail buyers will begin on January 8, 2026, while flat bookings will open on January 23, coinciding with Basant Panchami. The scheme will remain open until March 31, 2026. Interested buyers must apply online through DDA’s Awaas Portal. A one-time registration fee of ₹2,500 is applicable, though it has been waived for existing portal users. Each flat requires a non-refundable booking amount of ₹4 lakh, which will be adjusted against the final cost upon allotment.

The government has clarified that there is no limit to the number of flats that a single buyer can apply for in the retail category. When it comes to bulk allotments, a candidate has to apply for a minimum of 10 flats. Eligible institutes are the government and state departments, government undertakings, and universities.

The disposal price of the flats is between ₹1.78 Crore to ₹2.35 Crore. Since the project is already completed to a satisfactory level of over 90 percent, the allottees will have to make a payment of only 75 percent of the overall disposal price at first. The remaining price is to be paid later, as stated in the demand-allotment letter.

DDA has noted that the quoted prices do not include maintenance charges, GST, conversion fees, or water connection charges. GST will be levied at the prevailing rate of 5 per cent on the disposal price.

Towering Heights has enormous significance as it marks the beginning of the real estate sector in Delhi based on the TOD structure. This comprises a tower comprising a total of 48 floors that measure 155 meters in height, thereby making it the tallest residential skyscraper in the Delhi area of India currently. This falls under the management of the project management of the NBCC.

The East Delhi Hub has a land size of approximately 30 hectares. The aim is to create a mixed-use development and a transit hub. The proposed development lies on the Karkardooma Interchange Metro Station. Moreover, there is connectivity to the Blue Line and also the Pink Line. There is connectivity to NH-9, NH-24, and also the Anand Vihar ISBT.

The first phase of the Towering Heights project, which was launched in October of last year, saw 1,026 premium 2BHK units available through DDA. The reaction to this was overwhelming, with close to 1,500 bidders registering for the units.

The TOD model is intended to facilitate compact and dense development along transportation corridors to facilitate walking, cycling, and public transportation as modes of commuting to minimize reliance on private vehicles. With regard to Towering Heights II, DDA is furthering this concept for Delhi's redevelopment.
