MahaRERA Speeds Up Redressal: 81% Jump in Resolutions Despite 29% Rise in New Complaints

MahaRERA disposes 6,945 complaints in 2025, up 81%, as homebuyer grievances rise 29%. Improved digital systems and faster hearings boost Maharashtra real estate oversight.

There was a substantial increase in the disposal of complaints by the Maharashtra Real Estate Regulatory Authority[MahaRERA]   in calendar year 2025, while the number of new complaints filed by homebuyers kept mounting. According to figures made public by the regulatory body on January 5, MahaRERA has been able to dispose of 6,945 complaints in 2025, registering an 81% jump from 3,824 dispositions recorded in 2024.

The number of complaints filed by the buyers at Maharera has also shown growth with 5,039 complaints in the year as opposed to 3,880 in 2024, a growth of 29%. The number of complaints filed by the buyers, according to the authority, has been consistently on the rise in the past three years with 4,000 filed in 2023. Despite the rise in the number of complaints filed, the authority can dispose of the complaints much faster.


The case resolution exceeding the number of new complaints brought before the regulatory authority, according to a statement from MahaRERA, emphasizes the enhanced mechanisms at the adjudicating and monitoring entity. This can be contrasted with the resolution of 2,784 complaints in 2023, the extent of which has been realized in 2025.

The Authority, however, clarified that while there are 6,916 cases pending, all the complaints registered until November 2025 have either had their first hearing dates or have hearing dates. MahaRERA, for the first time, has also adopted a new process where the complaints will be processed, followed by hearing dates, within one to two months from the time they have been registered. This new process will remove ambiguities that existed with homeowners when it comes to the grievance redressal process.

The authority also emphasized its regulatory control on project registrations in the state in addition to the complaints resolution mechanism being in place. In 2025, the authority approved the registration numbers for 4,282 housing projects, which once again confirmed that Maharashtra is the state with the maximum registered projects in the country’s real estate sector. MahaRERA also said that the authority is working on very stringent screening while approving the registrations and/or amendments.

The region-wise classification illustrates that the maximum projects were registered in Pune, which stood at 1,144 projects, followed by 675 projects in Thane, 587 projects in Mumbai Suburban, and 384 projects in Raigad. The remaining primary regions included Nashik with 283 projects, Nagpur with 281 projects, Palghar with 258 projects, and Mumbai City with 103 projects.

The regulatory authority has also achieved progress in integrating planning authorities with their digital system. In the state of Maharashtra, there are a total of 481 planning authorities that handle permissions related to construction. Previously, there were issues related to digital integration while checking the Commencement Certificates (CCs). Currently, only Municipal Corporation, Greater Mumbai, is fully integrated with MahaRERA’s digital system, thereby supporting a seamless check for approvals. The authority went on to state that integration will be done for all planning authorities.

Another major area where there has been an improvement, as highlighted by MahaRERA, is with regard to compliance levels that pertain to the disclosure made in projects. It is reported that the overall compliance with respect to the uploading of the progress reports by the developers on the website of MahaRERA has improved to 80 percent, up from the insignificant level of 0.02 percent when it began with the monitoring system.

Overall, from these findings, there is evidence that, while consumer complaints about purchasing homes remain high, MahaRERA’s strengthened enforcement procedures, hastened hearing sessions, and better online monitoring systems have greatly improved consumer protection and enabling state capacity within the real estate market in Maharashtra.
