MoHUA Approves Construction of Over 3.53 Lakh Houses Under PMAY-U 2.0

The Ministry of Housing and Urban Affairs (MoHUA) has sanctioned the construction of 3,52,915 houses under the Pradhan Mantri Awas Yojana – Urban 2.0 (PMAY-U 2.0). The approval came during the first meeting of the Central Sanctioning and Monitoring Committee (CSMC), chaired by MoHUA Secretary Srinivas Katikithala. 

The newly approved housing units will be built across ten states and union territories, namely Andhra Pradesh, Arunachal Pradesh, Bihar, Haryana, Jammu & Kashmir, Odisha, Puducherry, Rajasthan, Telangana, and Uttar Pradesh. These houses will be developed under the Beneficiary Led Construction (BLC) and Affordable Housing in Partnership (AHP) components of the scheme. The initiative places significant emphasis on social inclusivity, as over 2.67 lakh houses have been allocated to women beneficiaries, including single women and widows. Additionally, 90 houses have been set aside for transgender individuals. The allocation also includes 80,850 houses for Scheduled Castes, 15,928 for Scheduled Tribes, and 2,12,603 for Other Backward Classes, ensuring access to stable housing for marginalized communities.

As a special initiative, the Uttar Pradesh government has introduced additional financial support for select beneficiary groups. Senior citizens above 70 years of age will receive ₹30,000 in financial assistance, while unmarried women above 40, widows, and separated women will receive ₹20,000 each. This initiative is designed to provide additional economic security to individuals facing challenges in securing housing on their own.

Launched in September 2024, PMAY-U 2.0 is being implemented through agreements between MoHUA and 31 states and union territories. The scheme aims to provide housing for one crore urban poor and middle-class families over a five-year period. It follows a structured approach with four verticals: Beneficiary Led Construction (BLC), which offers direct financial assistance for individual home construction; Affordable Housing in Partnership (AHP), which focuses on housing projects developed through public-private partnerships; Affordable Rental Housing (ARH), which provides rental housing options for migrant workers and urban poor; and the Interest Subsidy Scheme (ISS), which offers credit-linked subsidies to homebuyers from low-income groups. Eligible families from the Economically Weaker Section (EWS), Lower-Income Group (LIG), and Middle-Income Group (MIG) who do not own a pucca house are entitled to receive ₹2.50 lakh per housing unit as central assistance.

The financial framework for PMAY-U 2.0 involves a total government allocation of ₹2.30 lakh crore, with an estimated overall investment of ₹10 lakh crore, including contributions from state governments, private developers, and financial institutions. The government’s focus on increasing housing availability is evident in the progress made since the inception of PMAY-U in June 2015. To date, 118.64 lakh houses have been sanctioned, with nearly 92 lakh completed and handed over to beneficiaries. The second phase of the scheme builds on these achievements while incorporating lessons from the initial phase to enhance efficiency and execution.

PMAY-U 2.0 also includes special provisions to address the housing needs of slum dwellers, SC/ST populations, minorities, persons with disabilities, and other vulnerable groups. The scheme extends its benefits to sanitation workers, street vendors under the PM SVANidhi scheme, artisans covered under the Pradhan Mantri Vishwakarma Yojana, anganwadi workers, and laborers from the construction sector. These targeted efforts are aimed at achieving the government’s vision of "Housing for All," ensuring that low-income and vulnerable groups have access to stable housing.

Beneficiaries can apply for PMAY-U 2.0 through the official online portal at pmaymis.gov.in. The digital platform allows applicants to check eligibility, track application status, and access housing finance options. The government has also introduced digital monitoring to improve transparency and accountability in project implementation.
