Haryana has completed an important step in transforming property registration with almost 50,000 transactions done through its new paperless system. This is a complete turnaround in revenue practices that have not been significantly changed in more than 60 years.
On the occasion of her unannounced visit to the Tehsil office of Panchkula, Financial Commissioner (Revenue and Disaster Management), Dr. Sumita Misra, disclosed the information. She emphasized that the main objective of the system is to make the property registration process more efficient, less time-consuming, and more transparent through the proper use of technology in land records management.
As part of the ongoing modernization efforts, Haryana is eager to supply security-embedded paper for property registrations. The plan aims at increasing the safety of records and lessening fraudulent activities. Moreover, the launch of an auto-mutation facility is not far off. This tool will ensure that the revenue records of any area are immediately updated by the software once the registration is done, thus reducing the time taken for the process as well as the human intervention involved.
During the tour, Dr. Misra also met and spoke with the staff members and people living in the area. She appreciated the hard work of the revenue officers in the effective implementation of the paperless system, which was carried out smoothly and quickly empower the applicants concerned. She additionally instructed that respondents also obtain on-the-spot copies of the registration documents bearing the e-signature if they desire so, thus at least a couple of hour visits to the office will be avoided.
These reforms represent the state of Haryana's resolve to use technological advances in governance and public service delivery. The agency expects great usefulness from the state's citizens and their comments will be incorporated in the manner they choose to ensure that the system remains accessible and efficient.
The paperless registration scheme is consistent with other initiatives aimed at government digitalization, efficiency increase, and transparency promotion. Haryana is thereby leading by example for the other states who are intending to modernize their land registration methodology by cutting down physical files and automating critical parts.
Accomplishing 50,000 registrations is a clear indication not only of the administration's willingness to embrace technological measures but also of the citizens' readiness to digital services. As exemplified by the soon-to-be-launched initiatives such as security-embedded paper and auto-mutation facilities, property registration in the state will be more quick, trustworthy, and convenient.
This accomplishment is an indicator of the move towards more transparent, efficient, and citizen-friendly governance and, thus, it places Haryana at the forefront of revolutionary revenue administration in India.
