Thousands of homebuyers in Noida and Greater Noida continue to face delays in registering their properties, with Uttar Pradesh Minister Ravindra Jaiswal stating that the issue stems from disputes between builders and local development authorities over no-objection certificates (NOCs). The minister clarified that the registration department has “no role” in the hold-up and is ready to clear applications once necessary approvals are obtained.

Property registration is a crucial step for buyers, as it grants them legal ownership of their homes. However, in Noida and Greater Noida, many buyers have taken possession of their flats but remain unable to register them due to unresolved disputes. The issue has been festering for years, sparking repeated protests, particularly over weekends, as residents demand government intervention to secure their rights.

Much of the land in the region is allotted on a leasehold basis by development authorities, including the Noida Authority, Greater Noida Authority, and the Yamuna Expressway Industrial Development Authority (YEIDA). This arrangement adds complexity for buyers, with many also pushing for conversion of leasehold to freehold property rights to ensure long-term security.

Speaking to PTI, Mr. Jaiswal, who is the Minister of State (Independent Charge) for Stamp and Court Fee, Registration, explained that the bottleneck lies with builders failing to obtain NOCs from development authorities.

In Gautam Buddh Nagar, three local development authorities are responsible for allotting land to builders after collecting dues and approving project layouts. Disputes typically arise when builders are unable to obtain a No Objection Certificate (NOC) because of pending payments or compliance issues with these authorities. Without the certificate, property registries cannot be completed.

Stamp and Registration Minister Ravindra Jaiswal stated that once a builder secures the NOC, the registration department processes applications without delay. He added that his department does not play any role in holding up the process and approvals are completed immediately after the certificate is submitted.

The stalemate has left thousands of homeowners in limbo. While they have moved into their apartments, they remain without registered ownership papers, limiting their ability to sell, mortgage, or legally transfer the property. For many, the lack of registry also raises concerns about the legitimacy of their ownership rights in the long term.

Over the past year, homebuyers’ associations in Noida and Greater Noida have staged several demonstrations, demanding that the state government step in to resolve disputes and push authorities to streamline the NOC issuance process.

The registration deadlock highlights the ongoing challenges in the Delhi-NCR real estate market, where stalled projects, financial stress among builders, and complex land policies have repeatedly undermined consumer confidence. While the government has introduced measures such as the co-developer policy to revive stalled projects, buyers argue that the pace of implementation remains slow.

Industry experts note that resolving the NOC impasse will be crucial not just for providing relief to homeowners but also for restoring trust in the property market of Noida and Greater Noida—two of the country’s most active real estate hubs.
