Noida to Re-Tender ₹40 Crore Golf Course Project After Contractor Exit

The Noida Authority has decided to issue a fresh tender worth nearly ₹40 crore to complete the unfinished work at the international golf course project in Sector 151A, after blacklisting the previous contractor for delays.

Officials confirmed on that the authority’s Chief Executive officer Lokesh M approved the move following an in-principle clearance of the revised estimate. An inspection conducted in July this year revealed that only about 68 percent of the project had been completed, leaving substantial developmental work pending.

The golf course, spread across 113.87 acres, was launched in July 2021 with an initial estimated cost of ₹100 crore and a planned completion timeline of June 2022. However, the project suffered repeated delays, forcing the authority to extend deadlines multiple times, most recently to June 30, 2025. Despite the extensions, progress on-site remained slow, prompting intervention from the authority.

On August 4, the authority terminated the contract of Kashyapi Infrastructure Pvt Ltd, the original contractor, citing unsatisfactory performance. The firm was also blacklisted for two years, with its deposit and performance guarantee forfeited. Officials said the contractor had gradually withdrawn its workforce and machinery from the site, despite repeated reminders and notices. Two formal show-cause notices had been issued — one in November 2024 and another in June 2025 — but the company’s replies were found unsatisfactory, failing to justify the lack of progress.

Authority officials noted that the total project cost has since escalated to around ₹140 crore, factoring in design changes and rising construction material prices. The fresh tender, pegged at ₹40 crore, is expected to cover the remaining structural and landscaping work necessary to bring the project to completion.

The international golf course is envisioned as a premier sports and recreation hub for Noida, aimed at enhancing the city’s profile and offering high-quality leisure infrastructure. While it was initially promoted as a flagship urban development initiative, the project has been mired in controversy over cost escalation and execution delays.

The blacklisting of Kashyapi Infrastructure marks a significant step by the authority to enforce accountability in large-scale projects. Officials said the decision was made to ensure that public funds and timelines are respected, especially given the repeated extensions already granted.

Industry observers note that large urban recreation projects such as international golf courses often face challenges linked to land development, design modifications, and contractor performance. In Noida’s case, the extended timeline and cost overruns have drawn attention to project management practices under the authority’s watch.

The fresh tender process is expected to be initiated shortly, with the authority keen to bring a new agency on board to complete the pending work. Officials expressed confidence that the project will regain momentum once a new contractor is finalized, though the revised completion timeline remains subject to the tendering outcome.

The authority has said it will monitor execution closely under the new arrangement to ensure that the project, once positioned as a key leisure and sporting landmark for the city, is delivered without further delay.
