State-run NBCC (India) Ltd has formally requested permission from the Department of Town and Country Planning (DTCP) to demolish six additional unsafe towers at the Green View housing project in Sector 37D, Gurgaon. The complex had earlier been partially razed after being declared uninhabitable in 2022.
Earlier this year, DTCP approved the demolition of towers E, F, and G, which are now in the advanced stages of dismantling. NBCC has emphasized the urgency of clearing the remaining structures to prevent potential hazards, citing the precarious condition of these buildings. In a communication dated September 9, NBCC’s real estate division urged the district town planner (enforcement) to grant clearance for the demolition of towers A, B, C, and D, in addition to two EWS blocks, a school, a shopping complex, and an underground tank.
Officials noted that controlled and timely demolition is essential to safeguard residents, workers, and nearby property. A DTCP representative confirmed receipt of NBCC’s request and said the matter is under review, adding that the decision would balance safety concerns with the interests of allottees.
Green View, launched under licence number 11 of 2009, originally comprised over 700 units, of which 255 were sold. Following an order from the District Disaster Management Authority in February 2022, the complex was declared unsafe, leading to the evacuation of residents. Since then, NBCC has been providing monthly rental support to buyers awaiting reconstruction.
Of the 255 original buyers, 160 have opted for refunds, 78 have chosen reconstruction, and 17 are finalizing their decisions. For EWS allottees, the majority have agreed to reconstruction plans. NBCC has assured that rental payments will continue until the new flats are completed and handed over.
Officials highlighted that redevelopment cannot commence until all unsafe structures are cleared. NBCC has stressed that expedited demolition will facilitate timely reconstruction and early relief for homebuyers. The project’s licence was renewed by DTCP in June, extending validity until May 2027, enabling the agency to proceed with redevelopment once approvals are granted.
The company’s approach reflects a combination of public safety concerns and the need to maintain project momentum. NBCC has consistently maintained that controlled demolition of the remaining towers is critical for preventing accidents and ensuring smooth redevelopment.
If approved, the demolition will allow NBCC to move forward with reconstructing the residential units, shopping complex, and public facilities in a manner that aligns with safety regulations. Authorities have confirmed that they are reviewing technical reports and risk assessments before granting final approval.
The Green View project illustrates the challenges of handling large-scale residential complexes that are deemed unsafe, balancing regulatory oversight, buyer interests, and public safety. NBCC continues to engage with DTCP to secure necessary permissions and ensure reconstruction can proceed without further delays.
