The Karnataka state government has introduced a landmark administrative reform titled the Bhoo Guarantee (Land Guarantee) scheme. Announced by Deputy Chief Minister D.K. Shivakumar, who also holds the Bengaluru Development portfolio, this initiative is designed to provide secure, digitized, and tamper-proof property records to approximately 23 lakh property owners across Bengaluru.
The project aims to clean up the city's complicated real estate records. It addresses long-standing issues of corruption, document manipulation, and the legal hurdles faced by owners of unauthorized or semi-legal properties.
The Digitization Drive: Nanna Khata, Nanna Hakku
Under the campaign slogan Nanna Khata, Nanna Hakku (My Khata, My Right), the government is moving toward a fully digital property management system. As per the Economic Times report, the state has already scanned and digitized over 7,000 property-related files. This massive data entry project is intended to stop the manual alteration of records, which has historically led to land disputes and bribery.
To ensure the highest level of security, every property will be mapped using Global Positioning System (GPS) technology. Each digital record will be linked to the owner’s identification details. Furthermore, the records will include updated site photographs and photos of the owners to prevent impersonation. According to the Deputy CM, these documents will be delivered directly to the doorsteps of citizens by government representatives, ensuring that people do not have to visit government offices or pay bribes to intermediaries.
Solving the B-Khata Crisis
One of the most significant parts of this announcement is the resolution for B-Khata properties. In Bengaluru, an A-Khata signifies a property that is fully legal, while a B-Khata is essentially a listing in a secondary register for properties with violations or those built on unauthorized land.

The financial relief offered in this scheme is substantial. Under the Bhoo Guarantee scheme, the government has opened a one-time settlement window of 100 days for B-Khata holders to convert to A-Khata at a discounted rate.

Beyond property records, the government is pushing for massive infrastructure growth. Deputy CM Shivakumar announced that groundbreaking ceremonies for major tunnel roads and elevated corridors will take place by the end of May 2026.
