For most of independent India's history, a piece of land has lived in at least three separate places at once: a paper revenue record in a tehsil office, a hand-drawn cadastral map somewhere else, and a registered sale deed in a sub-registrar's cupboard. The three didn't always agree with each other, and reconciling them was and often still is the real work behind any property purchase.
The government's answer to that problem now has a name, a number and, as of this year, a very large amount of completed groundwork: the Digital India Land Records Modernisation Programme (DILRMP), anchored by the Unique Land Parcel Identification Number (ULPIN), popularly called Bhu-Aadhaar.
The latest figures from the Department of Land Resources (DoLR), presented to a visiting African Union–UNDP delegation on August 27, 2026, show the programme has moved well past the pilot stage. This is where it stands, in detail and what it means for anyone buying, selling or financing land in India.
The core idea: an address for land itself, not for its owner
Bhu-Aadhaar is easy to misread as "Aadhaar for landowners." It isn't.
ULPIN is a 14-digit alphanumeric code generated from a parcel's georeferenced coordinates — latitude, longitude, state, district, village and a unique parcel identifier baked into the number itself. It identifies the plot, not the person. Ownership can change hands through sale, inheritance or partition any number of times; the ULPIN tied to that specific patch of earth does not move.
That distinction matters because it's what makes the rest of the system possible. Once a parcel has a fixed, geospatial identity, every other record about it; a Record of Rights, a mortgage, a court case, a mutation entry , can be pinned to that same coordinate rather than to a name or a survey number that might be spelled differently across three different registers.
How much of the country is actually covered
This is the part that has moved fastest and the numbers as presented by DoLR officials this August are close to saturation on several counts:

A few things stand out in that table. Textual computerisation, turning paper RoRs into digital entries, is essentially done nationwide. Georeferencing, the harder physical-survey step of tying each parcel to exact coordinates, is at 76%, which is also why ULPIN allotment (40.58 crore parcels and counting) still trails full RoR digitisation. You can't issue a Bhu-Aadhaar number for a plot until you know precisely where it sits on the ground.
On the registration side, 98.96% of Sub-Registrar Offices are computerised. Of these, 17 states and Union Territories have adopted the Centre's shared National Generic Document Registration System (NGDRS), while another 17 run their own state-built digital registration software that feeds data back to the national system. Revenue courts, the forums that hear land disputes, are 94.11% computerised under the Revenue Court Case Management System (RCCMS), which is what makes it possible, in principle, to flag a parcel as "under litigation" directly on its digital record.
Drones and LiDAR: how the physical survey actually happens
Digitising an existing paper record is one job. Establishing, for the first time, exactly where a boundary sits on the ground is a different and much harder one and this is where aerial survey technology has become central to the programme.
In rural India, the vehicle for this is the SVAMITVA scheme (Survey of Villages Abadi and Mapping with Improvised Technology in Village Areas), run by the Ministry of Panchayati Raj. As of the SVAMITVA dashboard update of May 8, 2026, drone surveys have been completed in over 3.26 lakh villages, with property cards prepared for more than 1.81 lakh villages, covering roughly 11.17 crore land parcels and around 67,000 sq km of inhabited ("abadi") land. An independent IIM Ahmedabad evaluation, published in 2026, found that property cards issued under the scheme have already underpinned over 10,900 bank loans worth approximately ₹1,679 crore early, if modest, evidence that a legally recognised digital property card can translate into actual credit access for rural households that previously had none.
In urban India, the equivalent push is the NAKSHA programme — National Geospatial Knowledge-based Land Survey of Urban Habitations. It's a heavier technical stack than SVAMITVA: 2D Nadir and five-camera Oblique imaging systems and LiDAR sensors mounted on aerial drones, generating ortho-rectified imagery, digital elevation models and 3D reality models of dense urban areas, followed by Real-Time Kinematic (RTK) GNSS ground validation and a formal claims-and-objections process before a legally authentic Urban Property (UrPro) Card is issued. As of the DoLR briefing of August 27, 2026, aerial flying under the NAKSHA pilot has been completed across 145 of the 150 Urban Local Bodies (ULBs) covered so far.

The Bharat Land Stack: connecting the pieces
None of the individual layers above — RoRs, maps, ULPIN, registration, court data, drone surveys — is, by itself, the real innovation. The intent is to connect them into a single federated architecture that DoLR is calling the Bharat Land Stack.
As described by DoLR Secretary Narendra Bhooshan at the August briefing, the stack is meant to layer together:

Records of Rights
Registration and mutation data
ULPIN/Bhu-Aadhaar parcel identifiers
Encumbrances and litigation status
Circle rates
Zoning and master-plan information
Building approvals
Tenancy records
The stated goal, in the Secretary's words to the visiting delegation, is to stop land from sitting as dead capital; assets that can't be verified or leveraged for credit because no single, trusted digital source can confirm who owns what, where, free of dispute. It's a framing that puts this squarely in the same category as India's other major digital-public-infrastructure projects (Aadhaar for identity, UPI for payments): a foundational layer that other systems; banking, insurance, urban planning are meant to build on top of.
What this changes for property buyers, sellers and banks
For buyers and investors, the practical promise is faster, more reliable due diligence. Today, verifying a plotted development or agricultural parcel can mean cross-checking a title document, survey number, mutation history, encumbrance certificate and physical boundary across offices that don't talk to each other. A working Bharat Land Stack, where a single ULPIN pulls up the ownership record, the map, the registration history and any pending litigation together, would collapse much of that into one lookup.
For banks and lenders, land is India's single largest form of collateral, and mortgage verification has historically been a slow, paper-heavy process. Government data from the DoLR Year-End Review 2025 shows banks in 406 districts can already verify mortgages online, and citizens in 19 states can download digitally signed, legally valid land records from home both direct downstream effects of the RoR and registration digitisation shown in the table above.
For rural landholders, SVAMITVA's property cards are the more tangible near-term shift: a legal document, for the first time, for households that previously held land only by long-standing local acknowledgment. The 10,900-plus bank loans already sanctioned against these cards, per the IIM Ahmedabad evaluation, is the clearest early data point on whether formal documentation actually converts into formal credit.
For the legal system, tying revenue court data (94.11% computerised) to individual parcel records means a buyer or lender has a real shot at seeing whether a plot is under litigation before money changes hands — something that today typically requires a manual court-records search.
What digitisation does not fix
This is the caveat worth stating plainly, because it's the one most likely to get lost in a good-news rollout: a digital record is only as trustworthy as the title underneath it.
Digitising a Record of Rights does not retroactively resolve a decades-old inheritance dispute, correct a historical fraud, or reconcile a mismatch between what a document says and who is actually in physical possession of a plot. Georeferencing tells you precisely where a boundary is recorded to be — it doesn't adjudicate a boundary that two neighbours have disagreed about for thirty years. And a parcel with a clean-looking digital record can still be sitting on a title with unresolved legal defects that simply haven't been digitised into any court database yet.
In practical terms: Bhu-Aadhaar and the Bharat Land Stack make it far easier to find and cross-reference the relevant records. They are not a substitute for a lawyer's title search, and anyone transacting on land — rural or urban, agricultural or plotted — should still treat digital records as a starting point for verification, not the final word.
What's next: DILRMP 3.0
The programme's next phase is already defined. DoLR has released operational guidelines for DILRMP 3.0, covering 2026–2031, which shift the emphasis from first-time digitisation — largely complete on the textual side — toward deeper integration, real-time updating, and embedding the Bharat Land Stack as functioning public infrastructure rather than a reference database.
That distinction is the real test ahead. Land records don't stay still: parcels are subdivided, inherited, mortgaged, acquired, litigated. A digital system that isn't updated as fast as these events happen degrades into exactly the kind of stale, unreliable record it was built to replace. The next five years of DILRMP will be judged less by how many parcels got a Bhu-Aadhaar number, and more by whether that number still means something a year or a decade after it was issued.
