MHADA Allocates Flats to 663 Tenants Under Patra Chawl Redevelopment in Goregaon
The Maharashtra Housing and Area Development Authority (MHADA) announced that it had successfully allotted rehabilitation flats to 663 eligible tenants under the Patra Chawl redevelopment project in Goregaon, Mumbai. This marks a significant milestone for the nearly 15-year-long redevelopment process, which has faced delays but is now coming to fruition for the residents of the Siddharth Nagar (Patra Chawl) Co-operative Housing Society.
The announcement followed the completion of a computerized lottery draw by MHADA, which was used to allot rehabilitation tenements to eligible members. The lottery process was carried out in a transparent and systematic manner using the Randomized Allotment of Tenement (RAT) computerized system, as stated by Milind Borikar, Chief Officer of Mumbai Board, MHADA. According to Borikar, the computerized lottery ensures fairness, as it is free from human interference, making it a transparent system that strictly adheres to government-prescribed procedures.
The Patra Chawl redevelopment project, which has been under construction since 2008, has faced several challenges over the years. However, on April 1, 2025, the project finally received its Occupancy Certificate (OC), enabling the possession process to begin. The redevelopment, which covers a sprawling 47-acre site, was initially home to over 660 tenants who now have new homes. The project was carried out by Guru Ashish Construction Private Limited (GACPL), a subsidiary of Housing Development and Infrastructure Ltd (HDIL).
The new rehabilitation flats have been constructed with careful planning to ensure the residents' needs are met. The project site, located on Plot No. R-9, includes provisions for 686 parking spaces, exceeding the mandatory requirement of 412 parking spaces stipulated by the Development Control and Promotion Regulations (DCPR). This ensures that each flat is provided with one dedicated parking space.
In addition to the allotment of flats, MHADA has made provisions for tenants who may need structural repairs within a year of taking possession. These repairs will be carried out free of charge by contractors appointed by MHADA, further assuring the residents of the quality of the redevelopment. Furthermore, despite the possession process having begun, rent compensation will continue to be provided to the tenants until May 2025. Since January 2018, MHADA has already disbursed ₹129 crore as rent compensation to eligible members.
Patra Chawl, located in the Siddharth Nagar area of Goregaon, Mumbai, was originally built as a military barrack during World War II. After India gained independence, the structure came under the jurisdiction of MHADA. The Chawl was home to a large number of tenants, and due to its size, it had ample open space. The redevelopment project aimed to improve living conditions and provide modern housing to the residents.
The project’s completion marks a new chapter for the residents of Patra Chawl, many of whom have been waiting for over a decade for their new homes. With MHADA’s successful allotment of flats, the long-awaited dream of homeownership has finally been realized for these tenants.
