Dibrugarh Municipal Corporation Launches Digital ID System for Over 24,000 Properties

Dibrugarh Municipal Corporation (DMC) has launched a significant project to install Permanent Property Unique Identification Number (UIN) plates across the city. This initiative, which began on January 1, 2025, aims to cover over 24,000 properties in 22 wards of Dibrugarh. The project’s primary goal is to improve property identification, streamline the tax collection process, and introduce digital solutions for urban governance.

The UIN plates will be installed on both residential and commercial properties throughout the city. Each plate will feature a unique identifier in the form of a nine-digit number, which will include essential details such as house ID, ward ID, road ID, property ID, and property sub ID. The plates will also have QR codes that property owners can scan to access relevant tax details. This feature will make it easier for property owners to view their tax information, such as property tax, water tax, and sewerage tax, without needing to visit municipal offices.

The mayor of Dibrugarh, Saikat Patra, emphasized the importance of the initiative at the launch event. He stated that the new digital system would enhance the management of property records and tax collection, making the entire process more transparent and efficient for both citizens and municipal officials. The QR codes on the plates will allow property owners to verify their tax payments and access updated information at any time, streamlining the payment process and reducing administrative burdens. Municipal staff will also benefit from this system as they will be able to scan the QR codes during inspections to quickly verify property tax payments.

This digital transformation is part of Dibrugarh’s broader efforts to modernize its urban management systems. The city recently transitioned from a Municipal Board to a Municipal Corporation on March 6, 2024. This change made Dibrugarh the second urban body in Assam, after Guwahati, to achieve municipal corporation status. The city’s history dates back to July 16, 1873, when the Dibrugarh Municipal Board was first established. Over the years, the municipality has worked toward improving its administrative processes and service delivery. The UIN project is a key step in this ongoing modernization effort.

The UIN system is expected to have a lasting impact on Dibrugarh’s urban development. By digitizing property identification and tax collection, the system will help eliminate inefficiencies and reduce errors in the administration of municipal services. Property owners will benefit from easier access to their property tax details, and the municipality will be able to ensure that taxes are paid on time, improving the financial health of the local government. The system will also help prevent disputes over property ownership and tax payments by providing clear, accessible records for all properties in the city.

The installation of the UIN plates will be completed within six months, covering a total of 24,278 properties in Dibrugarh. The system will not only improve property management but will also provide the municipality with valuable data to plan for the future. As the city continues to grow, the digital infrastructure provided by the UIN system will enable Dibrugarh to meet the increasing demands of its residents while maintaining an efficient and transparent governance structure.
