Dharavi Redevelopment: Master Plan Nears Completion, ₹3 Lakh Crore Investment Expected

The master plan for the Dharavi redevelopment project is expected to be finalized within a month, with an estimated investment of ₹3 lakh crore. The project, led by Dharavi Redevelopment Project Pvt Ltd (DRPPL), now known as Navbharat Mega Developers Private Limited (NMDPL), is a joint venture between the Government of Maharashtra and the Adani Group. Once approved, the master plan will be made available to the public.

The tenement survey, a crucial part of the redevelopment process, is ongoing. Over 50,000 tenements have already been surveyed, and more than 80,000 have been numbered. The survey was initially planned for completion by March, but delays have extended the timeline. The numbering of tenements is expected to be completed soon, while the full survey will take a few more months. This data will be essential for determining the eligibility of residents for rehabilitation and relocation.

The government has approved around 250 to 300 acres of land for rehabilitation, with more land expected to be allocated soon. Some land has already been secured in Kurla, and additional areas are being considered. For residents classified as ineligible under the rehabilitation scheme, approximately 550 acres of land will be required. The government has submitted applications for this land, which is necessary for ensuring the resettlement of all affected residents. The goal is to provide formal housing and better living conditions while maintaining Dharavi’s social and economic structure.

Dharavi’s redevelopment has been a topic of discussion for nearly two decades, with multiple unsuccessful attempts by the Maharashtra government. In November 2022, the Adani Group won the bid for the project with an initial investment of ₹5,069 crore. Considered one of the largest urban redevelopment projects in the world, it aims to transform Dharavi into a modern urban area while addressing housing shortages and improving infrastructure.

Dharavi spans approximately 600 acres, with 296 acres designated for redevelopment. The full project is expected to take 17 years, though the rehabilitation phase is planned for completion within seven years after all approvals are secured. The government and developers aim to construct residential buildings, commercial spaces, and modern infrastructure while integrating Dharavi’s existing industries and businesses.

Construction work is expected to begin within the next 6-8 months. A 6.4-acre land parcel in Matunga West has been identified for the first phase of development. The project involves large-scale infrastructure improvements, including new roads, sewage systems, and water supply networks. Additionally, commercial spaces will be developed to accommodate businesses that currently operate in Dharavi, ensuring that economic activities continue without disruption.

The estimated investment of ₹3 lakh crore highlights the scale and complexity of the redevelopment. Private investors, government agencies, and financial institutions are expected to play a key role in funding and executing various phases of the project. The focus is on sustainable urban planning that balances modernization with the needs of the existing community.

The redevelopment also aims to enhance Mumbai’s housing sector by creating organized residential spaces that meet modern living standards. Affordable housing units will be provided for eligible residents, while additional residential and commercial properties will be developed for sale and lease. By integrating planned infrastructure and regulated housing, the project seeks to address urban congestion and improve living conditions.

With the master plan nearing completion, the coming months will be crucial for finalizing land allocations, securing approvals, and initiating construction.
